Certified Emergency Manager Essay Thomas Phillips Grand Canyon University: EMM-600-0500 August, 2017 Introduction Active shooter incident occurrence have risen at an alarming level. In the eight years following the 1999 incident in Columbine, an average of five active shooter incidents happened annually. By 2014 that number had increased threefold (Fabbri, 2014). Law enforcement and rescue personnel should prepare to respond effectively should this scenario occur within their jurisdiction. The Problem Millbury, Ohio is small community surrounded farmland. The surrounding is staffed with minimal law enforcement and a volunteer fire department. These events have proven to be an effective method for getting effective training done at the local level (Thomas Carruth, 2015). This person should be in a full-time leadership position in safety services to ensure availability to receive and pass along the training in a timely fashion. Comprehensive training for all response agency personnel including awareness level, equipment familiarization, and a full-scale tactical exercise. The effectiveness of the training should be closely monitored. When officials are convinced that personnel have effectively mastered the concepts and psychomotor skills required, the response policy can be formally adopted into procedure. Human Resources Law enforcement, both full-time and part-time, along with the volunteer fire department members are the necessary personnel. Due to the physically challenging nature of moving through a warm zone scenario, in concert with law enforcement, while wearing tactical protection gear, complete with field medical supplies, not all fire personnel would be prudent choices for the tactical response team. This would likely be identified during any training, especially the functional exercise. The fitness level of law enforcement should also be a consideration despite the fact that their physical workload would be less.
